Skopje is home now. Your Indian income still counts.
North Macedonia taxes Indian dividends and taxable interest at 10%, crediting Indian tax up to its own. Term-deposit tax awaits European Union (EU) accession; foreign coverage is uncertain. The 2013 India-Macedonia treaty covers all residents: 10% interest and dividend caps (Articles 11 and 10); Indian mutual fund gains exempt (Article 13(6)). On ₹23L in Non-Resident Ordinary (NRO) deposits and a ₹1.5L fund redemption, annual savings are about MKD 29,500.

Green bars = your treaty rate. Red bars = what your bank actually deducts. The gap is your money.
2 income types(capital gains, rental, etc.) where the treaty rate matches the default are not shown above. Some treaties include Article 22 provisions for “other income”, eligibility depends on your specific income structure. A CA will confirm which rates apply to you.
What is TDS?
Tax Deducted at Source. Whenever you earn income from investments in India, FD interest, mutual fund returns, dividends. the payer (bank, AMC, or company) deducts tax before crediting your account. For NRIs, this is usually 30% under Section 195, regardless of what you actually owe.
What is DTAA?
Double Tax Avoidance Agreement. A treaty between India and North Macedonia that caps the tax rate on your Indian income. For example, interest is capped at 10% instead of 30%. The difference is legally yours to claim back.

A typical North Macedonia NRI's story
Based on The community is small. The Ministry of External Affairs counted 43 NRIs and 9 Persons of Indian Origin (PIOs) in January 2026. The Indian Embassy in Sofia estimates around 50. Some work in information technology (IT), others as multinational company executives, mostly in Skopje. Indian students are few. Many retain Indian portfolios built before moving, held through Non-Resident Ordinary (NRO) accounts., the kind of people in the Indian community in North Macedonia.

How to get your Tax Residency Certificate
You're an Indian in North Macedonia. India needs proof. Here's the workflow from North Macedonia, documents, portal, timeline, the lot.
Who issues it
Public Revenue Office (UJP), North Macedonia
What it costs
MKD 50 administrative fee
Timeline
The calendar year requested
Form 10F / Form 41
Required alongside TRC
Step-by-step for Indians in Skopje
Fill in the request form B-PDR (Request for issuance of certificate of tax resident, individual) and file it with the Public Revenue Office (Uprava za javni prihodi, UJP) for the place where you live. On the form, name India as the treaty country, give the year you need the certificate for, list the type and amount of your Indian income, and declare that you live in North Macedonia for 183 days or more in a 12-month period. A foreign national attaches a passport copy, a residence permit copy, the confirmation of registered address, and proof of the MKD 50 administrative fee, paid by PP50 payment slip or by SMS through the eNAPSYS system (the 10-digit transaction code goes on the form). The office may ask for more documents. Give the certificate to your Indian bank or fund house with Form 41 (formerly Form 10F) before the interest is credited.

Things North Macedonia NRIs should know
Pitfalls we've seen Indians in Skopje face
We work with the Indian community in North Macedonia every day. These are the traps that cost real money.
Claim the 10% treaty cap using a Tax Residency Certificate (TRC). Otherwise, Indian banks deduct 30% tax deducted at source (TDS) on Non-Resident Ordinary (NRO) interest. North Macedonia credits only 10%; the remaining 20% requires an Indian income tax return for recovery.
Confirm Indian deposit coverage with the Public Revenue Office. PwC and BDO report deferred North Macedonia tax on time savings deposits until European Union (EU) accession; foreign coverage is unclear. If your Indian Non-Resident Ordinary (NRO) fixed deposit qualifies, no Macedonian credit applies. Indian tax remains; claim 10%.
File paper form B-PDR at your local Public Revenue Office: passport, residence permit, registered-address confirmation and MKD 50 fee. Certificates cover one calendar year; India runs April to March, requiring two per financial year. Apply each January; give your Indian bank the certificate before the next interest credit.
Report foreign income monthly. Residents whose income is not taxed by a Macedonian payer file an electronic calculation with the Public Revenue Office by the 10th of the following month and pay by the 15th. It prepares your annual return by 30 April; confirm or correct by 31 May.
Check units versus shares. Indian fund units fall under Article 13(6), taxed only by North Macedonia under its rules. Listed Indian shares face 12.5% Indian tax under Article 13(5), credited there. Property-heavy trust units, including real estate investment trusts (REITs), can face Indian tax under Multilateral Instrument (MLI) Article 9(4).
Allow for North Macedonia tax of 10% on Non-Resident External (NRE) interest, unless an exemption such as time-deposit deferral applies. India exempts this interest, leaving no Indian tax credit. Article 23 has no tax-sparing clause treating Indian tax as paid.
Budget for contributions from your first salary when an Indian employer sends you to Skopje on a local contract. The Indian Embassy's bilateral list has no India-North Macedonia social security agreement. July to December 2026 gross-pay deductions: 19.9% pension and disability, 7.5% health, 0.5% additional health, 0.1% unemployment insurance.
Contact the Embassy of India in Sofia, Bulgaria, for passports and attestation; Skopje has no Indian embassy. Both countries are Apostille Convention parties. North Macedonia did not object to India joining. Its apostille works when an Indian bank requires a legalised document.

The exceptions that change the answer
Where the general rule stops applying to you
Every rule below has a carve-out, a cut-off date or a condition that flips the answer. These are the ones that decide real cases.
TDS on NRO account interest
Right now: 30% plus surcharge and cess
Where it works differently
- A valid TRC and Form 10F (Form 41 from 1 Apr 2026) are furnished
- The treaty rate applies, commonly 10-15% under Article 11.
- s.90(2) gives the more beneficial of treaty or Act.
- No PAN is furnished
- s.206AA imposes at least 20%, but Rule 37BC allows escape by furnishing name, address, TIN and TRC. Courts have also held s.206AA cannot override a treaty rate.
- Rule 37BC + settled case law.
- Claiming the treaty rate at source
- The s.115A(5) filing exemption is lost, so an Indian return becomes necessary.
- That exemption requires TDS at not less than the s.115A rate.
- The account is NRE instead
- NRE interest is exempt only while the individual meets the FEMA residence-outside-India condition or is permitted by RBI to maintain the account, and the account is maintained in accordance with the applicable FEMA rules. Income-tax non-resident or RNOR status alone does not establish this exemption.
- Income-tax Act 2025 Schedule IV, entry 1 (retaining the earlier s.10(4)(ii) conditions): https://www.incometaxindia.gov.in/w/schedule-iv-4
- The deposit is FCNR instead
- The exemption covers interest from a qualifying foreign-currency deposit with a scheduled bank whose acceptance of the deposit is approved by RBI, paid to a non-resident or a resident but not ordinarily resident (RNOR) under income-tax law. Check the deposit and residence conditions; FEMA non-residence alone does not establish the FCNR exemption.
- Income-tax Act 2025 Schedule IV, entry 14 preserves s.10(15)(iv)(fa) subject to its conditions: https://www.incometaxindia.gov.in/w/schedule-iv-4 ; underlying conditions: https://www.incometaxindia.gov.in/w/section-10-62
Commonly got wrong
- NRO interest TDS is 30%. Incomplete. Surcharge and 4% cess sit on top, so the effective rate is higher.30% plus surcharge and cess, around 31.2% at the base level.
- You can file Form 15G/15H to stop NRO TDS. Those are resident-only declarations. An NRI filing one makes a false declaration.Use Form 13 (Form 128 from 1 April 2026), or claim the treaty rate with a TRC.
Treaty rate on Indian dividends
Right now: Domestic rate 20% plus surcharge and cess; most treaties cap it at 10-15% under Article 10
Where it works differently
- A TRC and Form 10F are furnished to the registrar or company
- The treaty rate applies at source. Without them the full 20% plus surcharge and cess is deducted and you recover it by filing.
- s.90(4) and (5).
- The exact rate matters
- It is per treaty, not a single number. Check the country entry. Some treaties are 10%, some 15%, and Italy's dividend article can be WORSE than the domestic rate.
- Never quote one figure across countries.
- Claiming the treaty rate
- The s.115A(5) filing exemption is lost, so an Indian return becomes necessary.
- That relief needs TDS at not less than the s.115A rate.
Commonly got wrong
- The DTAA rate on dividends is 10%. It varies by treaty. Quoting one number across countries is wrong, and at least one treaty is worse than domestic law.Check your country's Article 10 rate, commonly 10% or 15%, against 20% plus surcharge and cess under domestic law.
Treaty rate on Indian interest
Right now: Domestic rate 30% plus surcharge and cess on NRO interest; most treaties cap it at 10-15% under Article 11
Where it works differently
- The account is NRE or FCNR
- Interest is exempt entirely while you are a FEMA non-resident. There is no rate to reduce.
- s.10(4)(ii) and s.10(15)(iv)(fa).
- The bank refuses the treaty rate without a PAN
- Rule 37BC and the Serum Institute / Danisco line say s.206AA cannot override a treaty rate.
- See the case register.
- The exact rate matters
- Per treaty. Do not quote a single figure across countries.
Commonly got wrong
- All NRO interest is taxed at 30%. That is the domestic default. With a TRC most treaties bring it to 10-15%.30% plus surcharge and cess by default. With a TRC and Form 10F, your treaty's Article 11 rate applies, commonly 10-15%.
