What Form 10F actually is
Form 10F is a one-page self-declaration under Rule 21AB of the Income Tax Rules. You fill six fields, name, PAN, status, country of tax residence, TIN, validity period, and upload your foreign TRC.
Since 2022, the Central Board of Direct Taxes (CBDT) moved Form 10F filing fully online via the Income Tax Department portal (incometax.gov.in). Log in with your PAN. Go to e-File → Income Tax Forms → File Income Tax Forms → Form 10F. Fill, upload, submit. Acknowledgment number is instant.
Total time: 5 minutes if you already have your TRC and PAN credentials. Total cost: ₹0 to the Income Tax Department.

What NRI agents are charging
In the last 12 months we've seen NRIs quoted the following for Form 10F filing:
All of these are for the same 5-minute portal filing. The 'consultants' are arbitraging NRIs' unfamiliarity with the Indian tax portal.
The actual value of the labour is roughly what a junior CA articled student would bill for a 15-minute task: ₹500-1,500. Anything above ₹3,000 is pure information asymmetry.

WhatsApp 'NRI tax consultant'. Pitched as annual recurring service. Same 5-minute portal filing every year.

Self-styled 'India tax expert'. Bundles Form 10F into a recurring retainer. Form 10F itself is the entire deliverable.
SGD 500 / year (~₹32,000)
Indian financial advisor. Often added to a broader 'NRI compliance' invoice with no other deliverable specified.
₹80,000 — 'end-to-end Form 10F'
A real Kuwaiti NRI quote from last month. 'TRC coordination fee' was charged on top. Information asymmetry priced at face value.
Why the scam exists
Three reasons Form 10F became a pricing opportunity.
1. Portal friction. The ITD portal is confusing for non-residents. Password resets need Indian mobile OTPs. UI labels use Hindi-English hybrid terminology. First-time users genuinely can't find the form.
2. TRC confusion. The form requires a valid foreign TRC uploaded as PDF. NRIs spend weeks figuring out where to get the TRC, and the 'consultant' bundles TRC help into the Form 10F fee, creating the impression it's a single complex service.
3. Fear of rejection. Form 10F can be rejected by the ITD if the TRC period doesn't match or the TIN field is blank. NRIs worried about errors pay the premium for peace of mind.
These are all real frictions. They don't justify ₹80,000. They justify maybe ₹2,000 for a clean white-glove filing.
How to file Form 10F / Form 41 yourself (the 5-minute version)
Step 1. Log in to incometax.gov.in using your PAN. If you don't have an account, register, you'll need an Indian mobile for OTP. A relative's number works.
Step 2. Navigate: Dashboard → e-File → Income Tax Forms → File Income Tax Forms → Others → Form 10F. Select the assessment year.
Step 3. Fill the six fields:

Red flags when someone quotes you a high fee
Three signals a Form 10F fee is inflated.
1. 'Complexity fee for NRI filings', there is no extra complexity. The form is identical for residents and NRIs.
2. 'TRC coordination charge on top', if the agent is helping you get the TRC from your foreign authority, that's separate work and worth maybe ₹1,000-5,000 depending on the country. But it's not part of Form 10F. Anyone bundling them at ₹80k is charging twice.
3. 'Annual retainer for DTAA compliance' where the only deliverable listed is Form 10F, this is a markup on a 5-minute task. DTAA compliance is Form 10F + ITR + bank coordination + (optional) past-year condonation. Form 10F alone isn't worth a retainer.
The honest price range for Form 10F filing as a paid service: ₹500-3,000 per filing. Anything above that is a markup on ignorance.

What to do if you've already paid an inflated fee
First, don't beat yourself up. The information asymmetry is real and the pitch is convincing.
Second, check what you actually got. Ask for:
If they can produce all three, the filing happened. You paid a high price for a real service. Your DTAA claim still works.
If they can't produce them, the filing didn't happen. That's different, ask for a refund, and if they refuse, the CBDT has a complaint mechanism under the Consumer Protection Act. File a consumer court complaint. ₹80,000 is well above the small-claims threshold.

Frequently asked questions
Q: I don't have a PAN. Can I still file Form 10F / Form 41?
A: The CBDT issued a notification in 2022 allowing Form 10F filing without PAN if specific conditions are met, you must not have an Indian bank account and must not have claimed DTAA in prior years. For most NRIs, get the PAN first via Form 49AA. It's a 2-week process and ₹1,199.
Q: My agent said I need a Digital Signature Certificate (DSC) for Form 10F. True?
A: Not for individuals. DSC is required only for corporate filings. Individual NRIs file Form 10F / Form 41 with the regular PAN + Aadhaar OTP workflow (or EVC for those without Aadhaar).
Q: What if my TRC is issued in a non-Indian-English format?
A: No problem. The ITD accepts TRCs in the issuing country's language. You can attach an English translation if available, but the original is what matters. Japanese, French, Spanish, and Arabic TRCs are all routine.
Q: How long is Form 10F valid?
A: One financial year in India (April 1 to March 31). You need to refile every year. Calendar it or use our annual renewal subscription (transparent flat fee, quoted on the call).
