Working in Maputo, saving in India. We handle the tax.
Mozambique taxes residents on worldwide income, and from 2026 working there makes you resident unless you prove the activity is secondary. The India-Mozambique treaty caps India's tax on interest at 10% (Article 11) and on dividends at a flat 7.5% (Article 10), and gains on Indian mutual fund units are taxable only in Mozambique (Article 13(6)). Mozambique credits the Indian tax up to its own tax on the same income. Give your Indian bank an AT certificate of tax residence with Form 41 (formerly Form 10F). For a typical engineer's portfolio, the treaty is worth about MT 100,000 a year.

Green bars = your treaty rate. Red bars = what your bank actually deducts. The gap is your money.
2 income types(capital gains, rental, etc.) where the treaty rate matches the default are not shown above. Some treaties include Article 22 provisions for “other income”, eligibility depends on your specific income structure. A CA will confirm which rates apply to you.
What is TDS?
Tax Deducted at Source. Whenever you earn income from investments in India, FD interest, mutual fund returns, dividends. the payer (bank, AMC, or company) deducts tax before crediting your account. For NRIs, this is usually 30% under Section 195, regardless of what you actually owe.
What is DTAA?
Double Tax Avoidance Agreement. A treaty between India and Mozambique that caps the tax rate on your Indian income. For example, interest is capped at 10% instead of 30%. The difference is legally yours to claim back.

A typical Mozambique NRI's story
Based on More than 25,000 Mozambican nationals trace their ancestry to India, mostly to Gujarat, Goa, and Daman and Diu, and the diaspora is mainly in wholesale and retail trade. About 5,000 Indian nationals work for Indian companies or as professionals in Mozambican firms. Over 100 Indian companies operate in Mozambique: ONGC Videsh, Oil India and BPRL together hold 30% of the Rovuma Area 1 gas block in Cabo Delgado, and ICVL and Vulcan (Jindal) mine coal in Tete. The High Commission of India is in Maputo, with consular camps in Pemba, Tete and Nampula., the kind of people in the Indian community in Mozambique.
Hypothetical example: Rakesh
41, an Indian citizen and mining engineer in Tete, working in Mozambique for 6 years with a NUIT. He holds ₹30L in NRO fixed deposits (FDs), a ₹40L Indian mutual fund (MF) portfolio from which he redeems ₹8L a year, ₹5L in NRO savings and a flat in Nagpur. His Mozambican tax includes the Indian interest, with the Indian 10% credited under Article 23(2)(ii)(a), and the MF gains are taxed only in Mozambique.

Step-by-step for Indians in Mozambique
Ask the Autoridade Tributária de Moçambique (AT), the Mozambique Revenue Authority, for a certificate of tax residence confirming you were resident in Mozambique under Article 4 of the India-Mozambique agreement for the year, quoting your NUIT (Número Único de Identificação Tributária). The AT publishes no form, fee or processing time for this certificate, so request it well before your Indian FDs renew. Give it to your Indian bank with Form 41 (formerly Form 10F). Mozambique is not a party to the Hague Apostille Convention: if a legalised copy is demanded, have it authenticated by Mozambique's Ministry of Foreign Affairs and Cooperation first, then attested by the High Commission of India in Maputo.

Things Mozambique NRIs should know
Pitfalls we've seen Indians in Mozambique face
We work with the Indian community in Mozambique every day. These are the traps that cost real money.
Check your residence under the 2026 rules. Law 11/2025 removed the old test of more than 180 days in Mozambique from 1 January 2026. You are now resident if your main home is in Mozambique, you work there (unless the activity is secondary), your centre of economic interests is there, or you belong to a household whose head is resident. Working in Tete or Cabo Delgado can make you resident for the year without 180 days there. If India also treats you as resident, the Article 4(2) tie-breaker decides.
Declare Indian income in Mozambique. Residents are taxed on worldwide income at 10% to 32%. Mozambique credits Indian tax under Article 23(2)(ii)(a), but only up to the Mozambican tax on that income, so it will not credit Indian tax deducted above the treaty caps. Reclaim excess Indian tax deducted at source (TDS) through an Indian income tax return (ITR).
Budget for Mozambican tax on NRE interest. India exempts it, but Mozambique taxes residents on worldwide income and gives no credit, because India levied no tax.
Treat mutual fund units and shares differently. Under Article 13(6), gains on Indian mutual fund units are taxable only in Mozambique, at its 10% to 32% capital gains rates. Gains on Indian shares stay taxable in India at 12.5% under Article 13(5). Fund houses still deduct TDS on redemption unless you give them your residence certificate and Form 41 (formerly Form 10F), so file them early or reclaim through an ITR.
Use the 7.5% dividend cap. Article 10(2) limits India's tax on dividends to 7.5% for any Mozambique-resident beneficial owner, with no shareholding condition. Companies deduct 20% unless your residence certificate and Form 41 reach them in time.
Get your residence certificate early. The AT publishes no procedure, fee or turnaround for it. Put your 9-digit NUIT on Form 41. Mozambique is not an Apostille Convention party, so legalisation means the Ministry of Foreign Affairs and Cooperation, then the High Commission of India in Maputo.
Know which FEMA rules fit you. Any person resident outside India can hold an NRO account. Overseas Citizen of India (OCI) cardholders can buy non-agricultural property and inherit any property. Up to USD 1 million a financial year can leave NRO balances, sale proceeds or inheritances, with Form 145/146 (formerly 15CA/15CB). Mozambican citizens of Gujarati or Goan descent should check whether they fall within RBI's Person of Indian Origin (PIO) definition, which reaches children, grandchildren and great-grandchildren of Indian citizens.
Keep separate pension records. India's social security agreements cover 20 partners, and Mozambique is not one. Mozambican social security and Employees' Provident Fund Organisation (EPFO) periods are not added together.

The exceptions that change the answer
Where the general rule stops applying to you
Every rule below has a carve-out, a cut-off date or a condition that flips the answer. These are the ones that decide real cases.
NRO account: what it costs and what it caps
Right now: Interest taxed at 30% plus surcharge and cess; repatriation capped at USD 1 million a financial year
Where it works differently
- A TRC and Form 10F (Form 41 from 1 Apr 2026) are furnished
- The treaty rate applies to the interest, commonly 10-15% under Article 11 instead of 30% plus surcharge.
- s.90(2). This is the single largest recurring recovery item for most NRIs.
- Remitting out
- Form 15CA is needed, plus Form 15CB from a CA where the remittance is chargeable and above Rs 5 lakh in the year.
- Rule 37BB.
- Joint holders
- The USD 1 million ceiling is per person per financial year, so joint holders each have their own.
- FEMA 13(R).
Commonly got wrong
- NRO interest is taxed at 30%. Incomplete. Surcharge and 4% cess sit on top, and a treaty can cut it to 10-15%.30% plus surcharge and cess by default, but 10-15% under most treaties if you hold a TRC and file Form 10F.
EPF withdrawal exemption: continuous service
Right now: 5 years of continuous service
Where it works differently
- Service is under 5 years
- Four components are taxed separately: employer contribution and its interest as salary, employee contribution previously claimed under 80C reversed, and interest on employee contribution as other sources.
- Rule 8 of Part A of the Fourth Schedule.
- Employment ended for reasons beyond the employee's control
- The 5-year condition is relaxed.
- Proviso to Rule 8.
- The account is inoperative
- Interest continues to accrue and is taxable once the member leaves service.
- Settled position; a live issue for NRIs with dormant accounts.
Commonly got wrong
- EPF withdrawal is always tax-free. Only after 5 years of continuous service. An EPF withdrawal is tax-free only after five years of continuous service. Below five years, four separate components become taxable in different heads.
EPF interest that becomes taxable on high contributions
Right now: Interest on employee contributions above Rs 2,50,000 a year is taxable (Rs 5,00,000 where the employer makes no contribution)
Where it works differently
- The member is an NRI with a dormant account
- Interest continues to accrue, and an account becomes inoperative after 36 months without contribution, at which point the interest is taxable in India.
- EPF Scheme rules plus settled tax treatment.
- The member has left India
- Indian tax on that interest still applies as India-sourced income, and the residence country may tax it too.
- s.9 read with the relevant treaty.
Commonly got wrong
- All EPF interest is tax-free. Interest on employee contributions above Rs 2.5 lakh a year has been taxable since FY 2021-22.Interest is tax-free up to Rs 2.5 lakh of employee contribution a year (Rs 5 lakh where the employer does not contribute). Above that it is taxable.
Form 15CB requirement threshold
Right now: Rs 5,00,000 in the financial year, where the remittance is chargeable to tax
Where it works differently
- The remittance is not chargeable to tax
- Part D of Form 15CA only. No 15CB.
- Rule 37BB structure.
- The remittance falls in the specified exempt list
- No Form 15CA at all.
- Rule 37BB(3) specified list.
Commonly got wrong
- Every outward remittance needs Form 15CB. Only where chargeable to tax and above Rs 5 lakh in the year.Form 15CB is needed only where the remittance is chargeable to tax AND exceeds Rs 5 lakh in the financial year. Otherwise Part D of Form 15CA is enough.
